GROUP NO VI (SIX)
The road network under PWRD, to reach the desired status by 2024, requires an annual investment of around Rs. 4000 Crore , but the budgetary resources for the road sector has not yet reached that level. Moreover, the private investment in the state is also not picking up. It would be too early to expect financial resources @ Rs. 4000 per anum at present. So the target for the first 3 years of the SDG period has been kept at an achievable level based on the present trend of resource allocation.

1. | Scarcity of forest materials | Progress of any of the ongoing projects under PWRD are suffering due to scarcity of stone materials and sand and the requirement of submission of Mining Plan. PWRD is trying to educate the field staff about the process of Mining Plan. However, it would be extremely helpful of the Environment & Forest Department and Mines & Minerals Deptt could bring out clear and useful guidelines/ handbooks about the extraction process. |
2. | Land acquisition | The LA process often delays the projects. The process needs to be improved for speedier acquisition of land. |
3. | Lengthy procedure for sanctioning of schemes under NLCPR. | Present procedure for sanctioning of estimates is in two stages – first retention and then Detail Project Report which takes at least two financial years for approval; in the mean time the rates become unworkable due to price escalation |
The PWD road network in Assam is 48697 Km comprising of 3835 Km of National Highways, 2530 Km State Highways, 4379 Km Major District Roads, 36544 Km Rural Roads and 1409 KM of Urban Roads. The PWD road density in Assam is 62.08 Km per 100 Sq Km. Apart from these, there are some Panchayat & Non PWD Roads (approx. 6000 Km) and Municipal Roads (1087 Km), but they are not yet under maintenance of the Public Works Roads Department or Public Works Building &NH Department.
All weather road availability is 36.89 Km per 100 Sq. Km and 92.85 Km per Lakh population. Moreover, most of the State Highways and Major District Roads are single lane roads and hardly 8% of the SH are double lane and 9% of the MDRs are intermediate & double lane roads.
The Rural Roads are also being blacktopped under PMGSY programme and with the other state resources, but still 50% of the Rural Roads are gravel roads. These Rural Roads need to be constructed as all-weather roads.
According to the IRC Vision 2021, The state Highways should be 100% double lane and Major District Roads should be at least 40% double lane and also the weak pavements and bridges should be strengthened to cope with heavy loaded traffic by 2021.
The vision of the 20 Years Perspective Infrastructure Development Plan (PIDP) of Govt of Assam is as follows
Under the PIDP Vision, the overall length of Road Network of the State to increase by ~ 50% (from the current length to ~ 71,000 km) in the next 20 years for providing better and seamless connectivity. The lane capacity has been envisaged as under:
