Apply for Registration with the Department

The Contractors working with the Department needs to be registered with a Department by applying online through the internet in the Vendor Login. The Department registers the Contractors in the following categories:

  • Class III
  • Class II
  • Class I(C)
  • Class I(B)
  • Class I(A)
 

Class III:

Class III is the entry level registration of contractors. To get registered under this category the contractor does not need to have any previous experience.

The registration of Class III contractors are done in the Division offices headed by the Executive Engineers.

The contractor can register under the Class II when he executes a work of value Rs. 25.00 lakh.

Class II:

To get registered under Class II the contractor should own or lease/hire machineries (i) Truck, (ii) Concrete Vibrator, (iii) Pump Set, (iv) Concrete Mixture Machine, (v) Road Roller: 8 to 10 tone capacity.

The registration of Class II contractors are done in the Circle offices headed by the Superintending Engineers.

The contractor can register under the Class I(C) when he executes a work of value Rs. 50.00 lakh and declare key personnel with one Diploma Engineer (Civil) and one Graduate Engineer (Civil).

Class I(C):

To get registered under Class I(C) the contractor should own or lease/hire machineries (i) Truck, (ii) Concrete Vibrator, (iii) Pump Set, (iv) Concrete Mixture Machine, (v) Road Roller: 8 to 10 tone capacity, (vi) Generator Set.

The contractor can register under the Class I(B) when he executes a work of value Rs. 100.00 lakh (one crore) and declare key personnel with two Diploma Engineer (Civil) and one Graduate Engineer (Civil).

Class I(B):

To get registered under Class I(B) the contractor should own or lease/hire machineries (i) Truck, (ii) Concrete Vibrator, (iii) Pump Set, (iv) Concrete Mixture Machine, (v) Road Roller: 8 to 10 tone capacity, (vi) Generator Set, (vii) Stone crusher machine, (viii) Concrete cube testing machine, (ix) Machineries for well sinking for foundations, (x) Steel shuttering, (xi) Tripper, (xii) Steel staging.

The contractor can register under the Class I(A) when he executes a work of value Rs. 200.00 lakh (two crore) and declare key personnel with two Diploma Engineer (Civil) and two Graduate Engineer (Civil).

Class I(A):

Class I(A) is the highest level of registration of contractors. To get registered under Class I(A) the contractor should own or lease/hire machineries (i) Truck, (ii) Concrete Vibrator, (iii) Pump Set, (iv) Concrete Mixture Machine, (v) Road Roller: 8 to 10 tone capacity, (vi) Generator Set, (vii) Stone crusher machine, (viii) Concrete cube testing machine, (ix) Machineries for well sinking for foundations, (x) Steel shuttering, (xi) Tripper, (xii) Pile driving machine, (xiii) Excavator cum loader, (xiv) Hot mix plant, (xv) Spot mix plant, (xvi) Steel staging.

The registration of Class I contractors are done in the Office of the Chief Engineer, PWD (Roads), Assam, Chandmari, Guwahati-3.

Checklist for New Registration / Renewal / Upgradation

Following documents will have to be submitted electronically in the Department website.

A. For Fresh Registration

  • PAN Card
  • Up-to date Assam VAT clearance certificate. (FORM - 63)
  • Up-to date labor license (for Construction works)
  • Up-to date Bank solvency certificate
  • Attach photograph
  • Police Verification report/Valid Passport
  • Cast Certificate (if applicable)
  • Work orders and work done/ work completion certificates as prime contractor in other Government Deptt./ Government undertaking/ Board/ Committee/ Government Corporation/ Central Public Enterprise under Government of India reflecting nature of work/ demonstrating experience for five years.
  • In case of Partnership Firm:
    1. Firm Registration Certificate
    2. Partnership Deed
    3. Power of Attorney
  • In case of Company
    1. Certificate of Incorporation
    2. Memorandum of Association & Article of Association
    3. Power of Attorney
 

B. For Renewal of Registration

  • Previous Registration Certificate
  • Up-to date Assam VAT clearance certificate. (FORM - 63)
  • Up-to date labor license (for Construction works)
  • Up-to date Bank solvency certificate
  • Attach photograph
  • In case of Partnership Firm:
    1. Firm Registration Certificate
    2. Partnership Deed
    3. Power of Attorney
  • In case of Company
    1. Certificate of Incorporation

C. For Up-gradation of Registration
