Central Road Infrastructure Fund (CRIF)

  • The Central Road Infrastructure Fund (CRIF) was earlier known as CRF is a non lapsable fund created under Central Road Fund Act 2000 under the aegis of MoRT&H ,Government of India. It is generated out of the cess/tax imposed by the Union Government on the consumption of petrol and diesel (POL) etc. CRIF is used to develop NH, SH, MDR etc excluding Rural Road that have economic and social importance with inter district, inter state connectivity etc, development of connecting Roads to NH as well as tourist important places with sufficient length, CD works, Railway over bridges (ROB) etc.

    1. Guidelines for Selection of the Project:
      A) Physical Criteria for Selection of Project/Scheme:
    1. Road Length should be minimum 10Km at a stretch.
    2. Road should be MDR/ SH and other District Roads

    2. The allocation process of the Central Road Infrastructure Fund (CRIF) for infrastructure projects works as follows:
    1. The Ministry of Road Transport and Highways, in consultation with the Ministry of Finance, finalizes criteria for fund allocation to State Governments and Union Territories (UTs) for development and maintenance of state roads under CRIF.
    2. The allocation criteria give a 30% weightage to fuel consumption in the State/UT and 70% weightage to the geographical area of the State/UT.
    3. States submit proposals for projects under CRIF along with Utilization Certificates (UCs) for previously released funds. The Ministry assesses these and releases funds accordingly.
    4. The Ministry’s regional offices make payments directly to contractors for ongoing state road projects under a Direct Payment Procedure (DPP), based on work progress and submitted bills.
    5. The approved schemes usually have a sanctioned cost bank limit typically around three times the annual allocation for normal states, and up to four times for hill and North-Eastern states due to limited working seasons.
    6. Projects must have administrative approval from the concerned State Governments/UTs and technical/financial sanction from their Public Works Departments or road authorities.
    7. Funds are released quarterly and linked to the submission of utilization certificates, maintaining a revolving balance of one-third of the yearly allocation with the state.

    Setu Bandhan Yojana is a scheme under CRIF. It specifically focuses on construction of bridges on state highways and major district roads that are not part of the National Highways. The main goal is to improve connectivity in remote and rural areas by bridging gaps in the road network.
